Rutledge is a port harboring roughly 250 souls on the Nocturnal Sea at the frontier between Darkon and Nova Vaasa. It is not clear to which state it belongs and that, plus its remoteness, has allowed it become a pirate haven, albeit a low key and well-behaved one.

Background

Fishing is the lifeblood of the village[1]. Rutledge is the only community in Locknar Cove and the home for most of its citizens.[2] Eward Durkins is its mayor, and Francis Stewart is the head of the town militia.[3]

Four islands, the Dismal Four, afford the port a measure of shelter from the worst of the storms of the Nocturnal Sea. The smallest of the islands is also the nearest. It is the site of a lighthouse that was felled by a storm in 753 BC and remains to the present in its ruined state. Curiously, the largest of the islands is unexplored, although a local hermit by the name of Bill Copperplate is obsessed with putting together an expedition to just that end.[1]
