Yet the hotly disputed control over the city by the Rivtoff family & Vistin family also renders Bergovitsa one of the land's most lawless cities, as roving bands of ruffians in the employ of either family are known to bully and strong-arm civilian targets deemed disloyal to one side or the other. The Avener's District, a hub for horse racing, is a particular nexus for crime. In addition, urban legend posits that it is menaced by the Mudman of Bergovitsa.[1][1.8]
