Toyalis is a small city in Hazlan, built within a vast crater, atop the layers of successive ruins. With a population of 8,200, it is easily the largest city in Hazlan.
Background
Toyalis is joined to Immol in Barovia by the Warlock's Road. The distance is reckoned to be one day's hard ride. It is joined to Sly-Var in the east by the Iron Road. It is joined to the Ramulai in the west by the Red Highway. Near the western edge of the city stands the the Iron Citadel-Fane, Toyalis being the seat of the Church of the Lawgiver in Hazlan. Rising behind it are the Forhenvaerendman ("Ancient Ones"), the foothills of the Balinoks. Visible to the east is the Saniset River which flows from Immol to Sly-Var. Beyond it is Veneficus, the private estate of Hazlik. Trade is brisk with Immol and Sly-Var, and to a lesser extent from Sly-Var onto Nova Vaasa.
